PURPA STANDARDS 11 -15

Standard 11 – Net Metering

The Cooperative shall implement “net billing”, a modified version of Standard 11, under a Net Billing Schedule which shall be available to (1) distributed generation facilities having a nameplate capacity of less than 15 kW; (2) provided the total capacity subject to net billing is less than 0.1% of the Cooperative’s most recent peak load; and (3) energy delivered by the distributed generation facility to the Cooperative’s distribution system shall be compensated at the applicable wholesale rate that reflects the Cooperative’s avoided cost.

Standard 12 – Fuel Source Diversity

The Cooperative shall not implement PURPA Standard 12. Standard 12 does not directly apply to the Cooperative because the Cooperative procures all of its energy from Hoosier Energy under a long-term all-requirements power supply contract. The Cooperative supports the general policy intent of the Standard to become less dependent on finite fuel resources and shall continue to work with Hoosier Energy as it considers diversity along with least cost supply to evaluate Hoosier’s fuel source portfolio. The Cooperative encourages Hoosier Energy to develop economically viable renewable resources and recommends Hoosier Energy increase its current renewable energy target of 2% of annual member system load by December 31, 2011, to a minimum of 5% of annual member system load by December 31, 2011.

Standard 13 – Fossil Fuel Generation Efficiency

The Cooperative shall not implement PURPA Standard 13. Standard 13 does not directly apply to the Cooperative because the Cooperative procures all of its energy from Hoosier Energy under a long-term all-requirements power supply contract. The Cooperative shall continue to support the concept of seeking fossil fuel plant efficiency as a prudent business practice and more specifically as it contributes to preserving valuable assets and reducing consumption of fossil fuels for both cost and environmental benefits. The Cooperative will promote energy efficiency programs for its members and will educate its members regarding the importance of energy efficiency. The Cooperative will encourage Hoosier Energy to consider and implement demand-side management programs.

Standard 14 – Time-Based Metering and Communications

The Cooperative shall implement a modified version of PURPA Standard 14 whereby the Cooperative shall expand its AMR system to include additional time-differentiated rate options and load control capabilities as equipment and technology are developed and to the extent possible given the time-differentiated rate offerings from Hoosier Energy, its wholesale energy provider. The Cooperative shall continue to evaluate new advanced metering and communications technologies as they evolve. The Cooperative shall encourage and support efforts by Hoosier Energy to design wholesale energy rates that will allow the Cooperative to offer more extensive time-based products to its retail members.

Standard 15 – Distributed Generation Interconnection

Pursuant to Hoosier Energy’s interconnection policy and in accordance with the Cooperative’s Interconnection Process and Guide for Small Power Generation Systems, all interconnection services offered pursuant to PURPA Standard 15 shall comply with Institute of Electrical and Electronics Engineer (“IEEE”) Standard 1547, the Cooperative’s Member Requirements for Installation and Interconnection of Small Power Generation Systems 15 kW or Less, Avoided Rate for Small Power Generation Systems Rate Schedule – SPGS, and if applicable, Hoosier Energy’s interconnection policy. Distributed generation facilities that do not exceed 15 kW may be interconnected directly to the Cooperative’s distribution system. For distributed generation facilities in excess of 15 kW, the Cooperative shall allow Hoosier Energy to direct and implement the interconnection process. Interconnection services shall promote current best practices and should not be unduly discriminatory or preferential.
