Why is this adjustment happening now?

The rate adjustment is due to a combination of several factors, including inflation, supply chain issues created by the pandemic, and, most recently, the war in Ukraine. Fuel supply costs have increased dramatically, causing electricity prices to do the same. It is the most volatile period we’ve seen in the last 20 years.
